The main attention is paid to the characteristics of the main factors that affect the quality and effectiveness of managerial decisions. The relevance of the topic is due to the need to increase the level of managerial efficiency to stabilize economic processes, strengthen the institutions of democratic government and increase citizens’ trust in state bodies. The purpose of the article is to identify, specify and generalize key problems that affect the effectiveness of managerial decision-making in government structures. Existing&nbsp;scientific approaches to decision-making in the field of public administration are analyzed and factors that cause difficulties in this process are identified. The article outlines a number of problems that affect the effectiveness of managerial decisions, including: bureaucratization of managerial processes, insufficient analytical and information support for managerial decision-making, the influence of political subjectivism, corruption risks, low level of competence of managerial personnel, weak interaction with the public, limited financial and resource capabilities. The factor of influence of military risks on decision-making processes and the need to adapt management approaches in the field of public administration to crisis conditions is emphasized. The scientific novelty of the study lies in the systematization of the main problems of management decisionmaking under martial law and the development of recommendations for their overcoming. The approaches proposed by the authors are aimed at increasing the efficiency of public administration through the introduction of innovative technologies, optimization of management processes, development of competencies of civil servants and improvement of communications between the authorities and the public. The results of the study can be used in public administration practice to improve the decision-making process and the formation of effective management strategies. The purpose of the study is to substantiate the scientific assumption that time management is one of the key factors in increasing the professional efficiency of civil servants. The article proves that the rational use of working time allows optimizing management processes, reducing the level of bureaucratic delays in the implementation of administrative procedures, improving the quality of administrative decision-making and, as a result, improving the level of providing public services to the population. Practical recommendations are proposed for the implementation of time management at the level of personal and corporate organization of time use. It is proven that the use of time management techniques, such as SMART planning, the Eisenhower Matrix, the Pomodoro method, as well as the fight against chronophages, can contribute to increasing the personal productivity of civil servants. The importance of digitalization of document flow and automation of management processes to reduce the impact of bureaucratic factors on the efficiency of a civil servant is emphasized. The novelty of the study lies in substantiating the feasibility of systematically implementing time management techniques in public administration practice as an effective tool for increasing the efficiency of civil servants. The practical significance of the study results lies in the possibility of using the developed recommendations to improve the organization of working time of civil servants, which will contribute to increasing their productivity, reducing stress levels and counteracting professional burnout. The implementation of effective time management strategies will not only improve the quality of performance of official duties, but also increase the level of trust of citizens in state authorities and their representatives.</p> S. The emphasis is on the importance of integrating various security sectors – political, economic, social, military and environmental – to form an effective national security system. The interaction of state bodies and the public in the process of formulating and implementing national security policy is considered. The article emphasizes the need to understand national security not only as a defense mechanism, but also as a comprehensive system that covers all spheres of the state and society. Special attention is paid to modern challenges and threats that national security systems face in conditions of martial law, globalization and geopolitical changes. The work presents the approaches of various researchers, how they pay attention to the content of the concept of “national security”. At the same time, the article states that there is no single approach to this concept. Along with numerous approaches of scientific research to the concept of “national security”, the article widely covers the concept of “national security”, which is specified in regulatory and legal acts. In particular, such regulatory and legal acts as the Constitution of Ukraine, the Law of Ukraine “On National Security of Ukraine”, the National Security Strategy of Ukraine, etc. are analyzed. The purpose of the article is a comprehensive analysis of the concept of the essence of the phenomenon of “national security” as a category of state governance, the definition of basic approaches to its understanding, as well as the study of mechanisms for ensuring security in current conditions. The conclusions indicate that the national security of Ukraine has several main characteristics that determine its effective functioning. These characteristics include integrity, relative independence, and stability, each of which is critical to the stability of the state in modern conditions. The importance of Ukraine’s national security lies in ensuring the sovereignty, territorial integrity, and indivisibility of the state. This ensures that the country remains united and unchanging within its political and geographical boundaries, and also preserves its independence in relations with other states.</p> Ye. I. The article outlines the current social issues arising as a result of the war and identifies their alignment with the SDGs. It explores the impact of the war on the priorities and objectives of social projects and identifies the main challenges and prospects. The experience of implementing social initiatives in Ukraine during the war is analyzed. The main areas of social projects&nbsp;are identified, including support for military personnel, internally displaced persons (IDPs), families of war veterans, deceased and missing persons, psychosocial support for various population groups, infrastructure and housing restoration, and economic recovery. It is found that, to a greater extent, social projects in the context of war are aimed at achieving SDG 10 “Reducing Inequality”, particularly through support for the most vulnerable categories of the population. Additionally, the following SDGs are central to the focus of social projects during the war: Goal 17 (“Partnerships for the Goals”), Goal 3 (“Good Health and Well-being”), Goal 4 (“Quality Education”), Goal 9 (“Industry, Innovation, and Infrastructure”), and Goal 11 (“Sustainable Cities and Communities”). The specific features of implementing social projects as a tool for achieving SDGs in the context of war are identified, particularly: changes in the priorities and content of social initiatives (with a focus on humanitarian objectives); innovation, flexibility, and adaptability during the implementation of social initiatives; involvement of all stakeholders; and a focus on short-term humanitarian goals alongside long-term sustainable development perspectives. It is emphasized that the successful implementation of social initiatives requires careful planning, effective management, and active participation from both governmental and non-governmental organizations as well as businesses.</p> O. The main features of a happy, full-fledged family are determined, which is traditionally built on the basis of sincere love, mutual respect, and a responsible attitude of parents to marital relations and their children. At the same time, an analysis of the influence of family relations without marriage on the state of the family and the upbringing of children is presented. The features of raising children, the transfer of spiritual and material values, and life experience are characterized. At the same time, the main causes of the family crisis (socio-economic, military-political, moralspiritual, psychological-pedagogical) are characterized, especially the crisis of “parenthood”, which causes significant problems in raising children, primarily causing their social depravity and asociality. Attention is drawn to the importance of taking into account the personal meaning of the relationship between parents, parents and child in the process of family upbringing. The article focuses on such an aspect of the problem as the art of raising children, based on which parents are loving, responsible individuals who constantly care about the moral and spiritual development of the child. At the same time, the authoritarian style of upbringing in the family is considered, which often turns into such a negative phenomenon as children running away from home, replenishing the composition of a significant number of homeless children. The article focuses on the autonomous principles of self-education of the individual, his subjective perception of the surrounding world, the influence of the cultural and educational space on his formation and activity. The article defines the role and place of religious education, determines the importance of religious values and commandments, Christian morality in family relations, and argues that the spiritual principle in human behaviour is decisive. Particular attention is paid to the analysis of key factors that determine success of youth reintegration policy in the context of post-conflict social development. The study takes into account the individual characteristics of each country, which directly affect the formation, adaptation and implementation of reintegration measures. The author analyzes both the common features of these processes and the differences caused by historical, political and socio-cultural factors. The scientific novelty of the article lies in identifying insufficiently researched aspects of the Ukrainian context in general and the impact of the Russian-Ukrainian war on future integration processes of youth after the deoccupation of the temporarily occupied territories (hereinafter referred to as TOT). Given the specifics of the Ukrainian situation, the study is aimed at identifying possible challenges and obstacles in the implementation of reintegration policy and formulating approaches to overcoming them. The research methodology combines the analysis of international experience, socio-political features and institutional conditions of integration processes. The methods used made it possible to identify the characteristic features of successful reintegration models adapted to the needs of post-conflict societies, as well as to identify significant differences in the Ukrainian historical, legal and social context that may affect the effectiveness of integration policies. The results of the study demonstrate the presence of a number of factors in the Ukrainian environment that have a direct impact on the reintegration of youth from temporarily occupied territories. These factors cover administrative-legal, socio-psychological, cultural and behavioral aspects. The conclusions contain a generalized presentation of the research results, formed in the form of the features of the Ukrainian context of the future reintegration of youth on TOT identified during the work. Thus, the need for a thorough approach to the analysis of the post-war environment is emphasized.</p> O. R. It is noted that the social protection system of the United Kingdom is built within the framework of the Anglo-Saxon model (the Beveridge model), which is based on the principles of social solidarity, universality and accessibility, is financed mainly from the state budget and is focused on providing a living wage to persons in need of support. The priority of the British state’s observance of the right to family protection is determined. Referring to statistical data, the article outlines current changes in family models (an increase in the number of unmarried couples of different or same sex, single-parent and mixed families, the tendency to marry at a more mature age) and new challenges of state policy in connection with changes against the background of the current crisis of the increase in the cost of living in the country. It is found that the social protection of young families in the United Kingdom includes&nbsp;a set of measures that ensure economic and social well-being. These include a guaranteed income policy, the creation of decent housing conditions, reducing the tax burden, financial assistance at the birth of children, and maternal and child health care. The national strategy of state support and encouragement of the birth rate is analyzed. Its implementation is carried out by providing social benefits and financial assistance to parents. The main attention is paid to the most important components of social policy for the protection of young families: paid leave in connection with pregnancy and childbirth, payments at the birth of a child, various types of child benefits, tax and housing benefits. It is stated that despite the strengthening of social risk factors, the state operates a single comprehensive system of social protection of young families, regulated by state legislation, which guarantees citizens a basic level of social security.</p> A. The relevance of the topic is emphasized in the context of growing social, economic, and military-political challenges in Ukraine, which have led to increased socio-psychological vulnerability among the population. The necessity of developing modern approaches to social assistance is substantiated, including crisis counseling as a tool for emotional stabilization, support of adaptive potential, and mobilization of an individual’s internal resources. The article analyzes the main theoretical principles regarding the essence of crisis counseling, its goals, tasks, and differences from other types of counseling. Particular attention is given to the concept of resilience, its definitions in the works of Ukrainian and foreign scholars, and the factors influencing its development. The close relationship between effective crisis counseling and the development of resilience among social work clients is substantiated.&nbsp;The paper also highlights the challenges and prospects for the development of crisis counseling within the social work system of Ukraine. In the context of growing social risks, inequality and instability, in particular in the context of military aggression against Ukraine, the relevance of studying the potential of civil society institutions in strengthening social stability and well-being of the population is undeniable. The article substantiates that civil society institutions are an important element not only in the formation of public demand for social policy, but also in its direct implementation. Theoretical approaches to understanding civil society and its functions are analyzed. The features of the interaction of civil society institutions with state authorities are considered, the importance of both constructive partnership and the possibility of critical influence on state policy in order to improve it is emphasized. The main attention is paid to defining the key functions of civil society institutions in the social sphere, including: representing the interests of various social groups, monitoring and controlling the effectiveness of social programs, educational and outreach activities, as well as initiating and implementing their own social projects. The example of Ukraine shows the stages of forming state policy in the field of promoting the development of civil society and interaction between the government and the public. The article distinguishes the roles of the state and civil society in ensuring social security. The main areas of social policy that directly affect social security are identified, including social protection, healthcare, education, the labor market and housing and communal services. The essence of the concepts of “social security of society” and “social security of the individual” is revealed, their key criteria are highlighted. Considerable attention is paid to analyzing the impact of civil society institutions on social security through strengthening social cohesion, protecting the rights of vulnerable groups, increasing resilience to crises and promoting social integration.</p> A.
