PROBLEMS OF REGULATORY AND TECHNICAL SECURITY TESTS AND PRODUCT QUALITY OF FIRE EXTINGUISHING SYSTEMS AND EQUIPMENT IN UKRAINE

Abstract

Introduction. Ensuring fire safety is an important element of the national security of the country as a whole. Accordingly, protecting the population from fires, increasing the level of fire protection and developing fire safety measures and ensuring the proper level of testing and quality of fire extinguishing systems and means will be priority areas of state policy at the stage of Ukraine's accession to the European Union. In Ukraine, the market is currently saturated with a significant number of fire extinguishing agents that are not subject to mandatory testing and certification but are sold on the market to consumers as fire extinguishing agents. The fire-extinguishing efficiency and quality of such products are usually not confirmed by anything, and the test results, if they are available, sometimes contain controversial information due to the lack of appropriate standards and methods.
The purpose of the work is to highlight the problem of regulatory and technical support for testing and product quality of fire extinguishing systems and means in Ukraine Research methods. To achieve the set goal and objectives of the research, theoretical research methods were used, which included the analysis of literary sources and regulatory documents of technical regulation of fire-fighting products, to find ways to reform domestic regulatory and technical support and generalise the research results.  The main results of the work. It has been established that currently the regulatory and technical base, which should identify and define the fire-extinguishing and operational characteristics of the corresponding fire-extinguishing means and systems, is imperfect and does not ensure that the end user receives products with clearly defined technical and operational characteristics.
Conclusion. Thus, it can be argued that the specified problem is relevant due to the lack of regulatory documents and test methods that would outline the requirements and determine the technical and operational characteristics of the specified products following their composition, fire-extinguishing efficiency, etc. It was established that only the adoption of relevant regulatory documents will not solve all the problems of technical regulation in the field of fire safety and the production of fire-fighting products, because these problems are related to the narrow direction of domestic regulatory documents, as well as the lack of adequate funding for the development of national standards under relevant technical regulations and methods, as well as insufficient equipment, modern testing equipment of testing laboratories.
